Frank and Sims Yard Waste Collection Site
About This Center
Ramsey County operates seven yard waste collection sites that are free and open to Ramsey County residents, as well as Hennepin County residents living in Saint Anthony Village. Washington County residents can use specific sites for free. The sites accept leaves, grass, pumpkins, garden waste, and food scraps, but not wood chips or mulch. Commercial lawn care, landscape, and tree services are not allowed to use the sites. Residents must keep leaves and grass separate from trees and shrubs, empty bagged waste on-site, and maintain social distancing. A photo ID is required for access, and specific hours of operation are in place from April to November. Additionally, Ramsey and Washington counties have a reciprocal use agreement for certain sites. Visitors are advised not to remove wood waste from the sites and to follow guidelines on transporting diseased trees and preventing the spread of jumping worms. The sites do not accept dirt or sod, and residents are prohibited from taking plant material home. Instructions on using the sites, including waste separation and disposal methods, are provided, along with information on invasive species and the Emerald Ash Borer quarantine. Commercial yard waste sites are available for businesses, and there are opportunities for community group volunteering.

Scott Thorsen (1/5 stars, a year ago): Had been visiting this site for decades. Generally for grass clippings leaves in the fall and the occasional brush pile after a storm. We would do this with various trips using a small utility trailer as to not use plastic or paper bags. Eventually over time as we would help neighbors and other family members who had homes in Ramsey County with yard waste our trip frequency increased and we decided to invest in a larger dump trailer (hydraulic) to cut back on the amount of trips we needed to make and it was working out wonderfully. We were able to help even more neighbors as a result. Unfortunately Ramsey County recently decided to not allow hydraulic dump trailers or trucks equipped with hydraulic dump beds to use the facilities....not even for a fee...This decision by Ramsey County is extremely disappointing and just another example of poor leadership and decision making that is plaguing this once great county and state! Things like this are making the case to sell all my property and move out of Ramsey County all that more easy...roads are horrible public services are moderate at best and now a free use site like this is no longer accepting of more efficient equipment to make yard waste clean up easier for members of the community....SAD!
