Paper mailers with paper padding are increasingly accepted.

Yes, if they're all paper. Fully paper padded mailers (including the new molded-paper cushioning) go in curbside paper recycling. If the padding is plastic bubble or the envelope is paper bonded to bubble wrap, it isn't recyclable; separate the layers or trash it.
