Ray Lovato Recycling Center is a 501(c)(3) nonprofit that has served Sweetwater County from 100 Sheridan Street in Rock Springs since 1994. It processes about 2 million pounds of material a year, taking PET #1 and HDPE #2 plastics, mixed paper, magazines, books, cardboard, paperboard, tin cans, and aluminum cans, all rinsed clean. The center refuses glass, batteries, yard waste, hazardous materials, plastic bags, bubble wrap, and aluminum foil. Outside drop-off bins stay open on weekends and after hours. It runs no curbside pickup, apart from commercial cardboard service from Wyoming Waste and Peak Disposal. Funding comes from Solid Waste District #1, the City of Rock Springs, grants, and donations, and the staff includes people looking for a second chance.

Sweetwater County Solid Waste Disposal District #1 operates the Rock Springs Landfill and publishes seasonal operating hours, disposal rates and wind-related closure rules. The site says paper, plastics, cardboard and Styrofoam intake may be suspended at higher wind levels, and the landfill closes to the public under stronger winds.

Municipal drop-off sites and transfer stations usually take flattened boxes free. For large commercial volumes, a recycler may provide a baler or container and sometimes pays for clean bales.
Flatten boxes and remove packing foam and plastic. Normal tape and labels are fine, and a little grease on a pizza box is accepted by most programs. Wet or soaked cardboard is not.
Only in bulk. Baled, clean corrugated cardboard is a commodity, but household quantities are not worth paying for.
